Structure of the Deal The City will consider any type of proposal, however at this point St. Clairsville is most interested in retaining ownership of the building, or partnering to own the building, and then having an operator run the hotel and/or restaurant. One approach under discussion is for the City, or its assignee, to fully restore the basic structure, creating a "vanilla space." The developing partner would then complete the restoration using that partner's own money according to a City approved plan which establishes the finished level of quality to be achieved.
